He began his career in the power industry in 1980 when he joined Virginia Power as an Associate Engineer. For 16 years he gained valuable experience as he rose through the ranks serving in various engineering positions, and during a 2 year stint in Nuclear operations, as Senior Staff Quality Specialist-Nuclear. He ultimately attained the position of Director-Safety, Fire & Environmental Health, Power Generation.

Mr. Douberly holds a BS in Fire Protection Engineering from the University of Maryland and served on the Board of Directors of the PRB Coal User's Group for 7 years.

Recognized as an industry expert on PRB coal issues, Ed has served as an expert witness in legal proceedings involving PRB dust explosions and has investigated power plant fires and explosions in the US and Canada.

Among his contributions to the literature, Ed has published many articles in editorials such as Power Magazine, Coal Power Magazine and World Coal Journal. He authored the PRB Coal Users' Group Best Practice for Bunker & Silo Fires and presented at every PRB Coal Users' Group conference from 2002 to 2009. Recognized as global expert, he also presented as an invited speaker at the 2012 China Clean Coal Technology Conference in Taiyuan, Shanxi, China.
