ALL COMBUSTIBLE DUST IS EXPLOSIVE, PERIOD.
The major difference in the explosive nature of various combustible dusts lies mainly in the Kst value. The higher the Kst, the bigger the boom, Do not be comforted by the fact that your coal may have a Kst less than 200. The Imperial Sugar Factory explosion was caused by dust with a Kst of 102... far less than bituminous coal and about half that of PRB coal.

OSHA is hot on the trail of combustible dust producers such as power plants. One of the very best tools for preparing for an actual audit is have an OSHA NEP assessment performed by a consultant who has intimate working knowledge of power plants, coal handling systems, coal, fires, explosions, and regulations. The results will provide you clarity of action and demonstrate your good faith effort to provide the safest workplace possible.
