EDWARD B. DOUBERLY, JR. FPE, PRESIDENT
The Utility FPE Group, Inc. was founded by Edward B. Douberly, Jr. in 2001. Ed's career has spanned over 24 years with 16 of those years with Virginia Power (Dominion), a major nuclear/fossil utility, where he held such positions as Staff Fire Protection Engineer, Senior Staff Engineer-Nuclear, Senior Staff Quality Specialist-Nuclear and Director-Safety & Loss Prevention-Power Generation. As Director-Safety & Loss Prevention, he had direct responsibility for fire protection, occupational safety, environmental health, and boiler/machinery loss prevention programs for 8 fossil & hydro plants.

During his tenure at Virginia Power, Ed was a member of the EEI Fire Protection Committee for 8 years, serving as Chairman of the Nuclear Subcommittee and the NML/NEIL Engineering Advisory Committees for 6 years, serving as Chairman of the Property Protection Subcommittee. He also served on the National Safety Council's Public Utility Executive Committee.

With a B.S. in Fire Protection Engineering from the University of Maryland, he has rounded out his career holding such positions as Operations Manager with FPM, Inc. (a subsidiary of The RJA Group) and Director-Utility Fire Protection with Air Control Science, Inc. At FPM, Ed managed the eastern regional office which provided construction management services for major fire protection projects in commercial, government, hospitality and health care facilities, provided third party code and plans review for architects, contractors and owners, and provided AHJ authorized plans reviews in Fairfax & Loudoun Counties & the District of Columbia.

Rounding out his experience is 9 years as a volunteer firefighter and officer with the Chesterfield County, VA Fire Department and 4 years in the U.S. Navy serving as a cardio/intensive care paramedic. He is an OSHA authorized instructor for Construction Outreach Training and was instrumental in establishing one the utility industry's first highly successful structural fire brigade programs.

Ed is a current member of the Board of Directors of the PRB Coal Users' Group and holds the grade of Professional Member in the Society of Fire Protection Engineers.

Recognized as the industry's leading expert on PRB coal issues, Ed has presented at the Electric Power Conference for the past 4 years, is published in the 2003 PRB Coal issue of POWER Magazine (October 2003), Spring 2006 issue of COAL POWER magazine, and authored the "Fire Protection Guidelines for Bunkers & Silos" published by the PRB Coal Users' Group.
